"They" in this case is basically just Matthew Vaughn, who has directed and co-written all three films in the spy series that started with 2014's "Kingsman: The Secret Service." He owns the rights and could do more himself, however, he's not yet sure if he will.
He reportedly had a lot of big ideas for multiple sequels and prequels before the third film, "The King's Man," was released in 2021, but when it barely earned back its hefty budget, according to BoxOfficeMojo.com, Vaughn may have begun to question the others. (The flop was particularly odd given that the first two films both quadrupled their budgets.)
All plans appear to be on hold ever since. That said, Vaughn could just be incredibly busy with other stuff. The writer/director has two other films due out this year (another spy drama titled "Argylle" and a movie about the history of the video game "Tetris") as well as seven other projects in the pre-production or script stage.
With all that, he may defer his "Kingsmen" decision for a while.
